Internal Notes are not seen by customers and will not be visible on the Quote.
If Internal Notes are added to the Quote, they can be viewed internally when looking at the Quotes tab under the Actions column by clicking on the comment icon as per the screenshot below:
This will display a pop up dialog with the included Internal Notes:
