If you've chosen your Import CSV File and clicked on Run Importer but are being redirected to the Import Items dialog, it's an indication that the File Type for the selected file is not a CSV (Comma Separated Values) file:

This can be resolved in Excel for example by clicking File > Save As and choosing CSV (Comma delimited)(*.csv) from the Save as type dropdown. Navigating back to Quoter will allow you to choose the newly saved Item Import CSV file to successfully run the Importer:
