Enable this feature by going into the Settings tab of the Quote Template and scrolling down to Separate Upfront/Recurring Table where you can also choose which table will be displayed first as per the screenshot below:

Changing this setting will not affect any pre-existing Quotes, but will be reflected on all new Quotes generated using the Quote Template(s) where this feature has been enabled:
