Our Assign feature allows you to assign a User to take ownership of any quote where they will be responsible for the sales cycle. Assigning a quote owner will also have that User automatically be assigned to the quote's person.

Assigning a Quote Owner can be done on the Quotes tab by clicking on the three dots in the Actions column and clicking on Assign: 

By default, the User that creates the quote will automatically become the Quote Owner. If, however, you don't have a quote generated for a particular contact that resides in Quoter, you can use the Assign feature to assign that Person to a specific User that will be responsible for managing all correspondence with the person in question. 

This can be achieved by navigating to the People tab and clicking on the Assign this person to a user button:
