To create a Shipping Zone simply go to Settings > Shipping > + New Shipping Zone:

By default, you will have one default Shipping Zone that's on your account (see above screenshot) that you'll be able to define the appropriate parameters highlighted below based upon your specific needs

Alternatively, set an ad-hoc Shipping amount in the Shipping and Taxes tab on Quote Create:
