Items can be created from the Dashboard by clicking on Create an Item from the Quoter Dashboard Wizard as per the below screenshot:

If you've chosen to hide the Wizard by clicking on the Don't show this anymore you'll need to go to  Items > + New Item as per the screenshot below:

You'll then be presented with the following screen to add your Item:
